About the Florida Health Care Innovation Program
The Florida Health Care Innovation program was established by the Florida Legislature through Senate Bill 7018 (2024), which created Section 381.4015, Florida Statutes. This landmark legislation recognizes Florida’s opportunity to harness innovation and creativity from entrepreneurs, businesses, and health care stakeholders to transform health care delivery across the state.
Legislative Intent (Section 381.4015(2), F.S.): “The Legislature intends to harness the innovation and creativity of entrepreneurs and businesses, together with the state’s health care system and stakeholders, to lead the discussion and highlight advances and innovations that will address challenges in the health care system as they develop in real time and transform the delivery and strengthen the quality of health care throughout Florida.
The program operates through the Health Care Innovation Council, created within the Department of Health, which brings together subject matter experts in a public forum to explore and discuss innovations in technology, workforce, and service delivery models that can be implemented or scaled to improve the quality and delivery of health care throughout Florida.

Program Components
The Health Care Innovation Council convenes quarterly meetings across Florida, ensuring geographic diversity and broad stakeholder participation. The Council is chaired by the Lieutenant Governor and includes voting members appointed by the Governor and Legislature, representing health care providers, technology experts, finance professionals, and patient advocates.
The Revolving Loan Program provides low-interest financing (maximum 1% interest rate) to eligible health care facilities and educational institutions implementing innovative solutions. With $50 million appropriated annually through 2034, the program supports projects that demonstrably improve quality, increase efficiency, reduce costs, and expand access to care.
Best Practice Development occurs through ongoing consultation with health care experts, providers, and the public to create recommendations that lead to continuous modernization of Florida’s health care system and position the state as a nationwide leader in innovation.
How the Program Works
Public Engagement & Collaboration
The Council facilitates public meetings across Florida where innovators, developers, and implementers present technologies, workforce pathways, and service delivery models. All meetings are open to the public and subject to Florida’s Sunshine Law, ensuring transparency and broad participation.
Innovation Recognition & Best Practices
The Council annually recognizes the most impactful innovations helping Floridians live brighter and healthier lives. It develops evidence-based best practice recommendations to guide health care entities in implementing new technologies, strategies, and service delivery models.
Strategic Investment & Implementation Support
The Revolving Loan Program provides up to $5 million per project at a maximum 1% interest rate, with priority for rural hospitals and underserved communities. The Department of Health also provides technical assistance and maintains a database of federal, state, and private funding opportunities.
